Brief Introduction
A red-light district is an area where prostitution and other sexual business prevail; namely, prostitution in such neighborhood aims to get paid for having sexual activities. The term “red-light district” , which sprang from diverse origins, is mostly used as akasen in Japanese, literally meaning “ red-line” that Japanese police drew red lines on maps to point out the boundaries of legal red-light district. What’s more, the police also use aose which means “blue-line”, for illicit prostitution area. As a result, red-light districts are extensively varied from one culture to another; the most common usage is “district of prostitutes.”

What are the Pros and Cons about Not to Legalize the Red Light-Districts:
Advantages:
First, without the prostitute district, the blocks of city can be clean and open. Parents don’t afraid their children will ask them what the prostitute district is, or feel embarrassing when take children to pass by the erotic area.
Second, the rate of crime can be decreased. According to the mayor of Dutch, the prostitute district in Amsterdam only increases the rate of sexual crime. Every mafia wants to gain some profit from the prostitute district, such as selling controlled drugs or abusing prostitutes. Forbidding set up the prostitute district can avoid sexual intercourse being controlled by the mafia.
Third, teaching people to respect every one’s body. In the prostitute district, people can buy everyone if he or she has enough money. People may look prostitutes as things but not human being.
Disadvantages:
First, no place can provide people to solve his or her physiological need. When people can’t fulfill their need, they may cause sex offense. The prostitute district can provide people a legal place and way to solve their problem.
Second, the government can’t protect and manage the prostitutes. If the prostitute district is illegal, the government can’t force the prostitutes to do health examination and can’t register their names and health conditions. Moreover, if district is illegal, the prostitute will tend to keep silent if mafia or other people hurt them.
Third, it is depriving the people’s last method to live. Some people may have no choice but use their body to earn money. Without the legal prostitute district, they also lose the way to make money, and their situation may become worse.

Interview
I interviewed three of my friends to know how they think about if prostitute become legal, will them support the idea or will they not!
Here’s my question list
‧Do you support the idea that prostitute become a legal occupation and controlled by the government?
‧Why or why not?
‧Do you believe the theory that sex crime will decrease once prostitute become legal?
‧Is it reasonable for the government to ask more tax for those people who go to the red-light district?
‧How will you act when you realize your lover had been to places like this?[My setting is that red-light district includes men and women.]
‧In your imagination, what does a red-light district will look like?
The first two people are Taiwanese, male; they had a very similar opinion toward the idea. They said they will support the idea but only if the government promised to handle the system well. For example, government should make laws that workers in red-light district should examine their body for disease like AIDS regularly, and put the report on the internet or where people can get to know the health condition of these workers. They also said that the consumers in red-light district should be anonymous but everyone should have a special code that can still ID them, since once there anything harm the workers or the consumers, there’s still a evidence for them to find out who did it. Another reason they support the idea is that they believe the sex crime will decrease. I’ve asked them that there’s a report had pointed out these sex criminals want not only sex, but something else. Their point of view is that there are still a part of sex criminals who only want sex, so when you solve the problem, they won’t commit a crime. It’s become interesting when I asked them how will they act when they realized their lover went to the red - light district, and will they go to such places. Their answer is that they will break up with their lover immediately. However, as for themselves, they will still go to such places once or twice out of curiosity!
The third person comes from macaw, also male. He completely disagree with the idea of prostitute become a legal occupation, and he had a very unique point of view! Sine Macaw is famous for casinos, the conflicts between gangs is a very serious problem, he said if red-light district become legal, it will only increase the conflicts between gang since everyone wants to do the business. His comparison is that bad thing doesn’t get better when you try to move it form the drawer to the top of the table, it only expands. Furthermore, he doesn’t believe the sex criminal will decrease because he believe when a person wants to commit a crime, he just do it without any reason.

The 3 kinds of prostitute district in the world
Dutch has made the prostitute district become legal in 2000. The Dutch government limits this sexual industry in Amsterdam, and manages every prostitute. Waiting for sexual intercourse, many sexy prostitutes show their body in the window, smiling and waving their hands to the tourists. It is very spectacular to see call-girl rings, sex toy stores and pornography rent stores stand in many rows. Not for a long time, the prostitute district in Amsterdam becomes a famous tourist spot. Although the prostitute district is legal in Dutch, the crime rate doesn’t decrease, because numerous mafias never give up the benefit from controlling the prostitution. The Mayer of Amsterdam said “The prostitute district has to be changed.” According to city plan, the prostitute district will be turned into high fashion area with special erotical culture.

Prostitute districtIn America, instead of State of Nevada, the sexual intercourse is illegal. The United States government opposes setting up the prostitute district absolutely and even tries to influent other countries. For instance, if other countries want to gain the financial aid from US, they also have to make the sexual industry become illegal. Compared to other states, Nevada is very special. However, the inhabitant in Nevada is still conservative, so the amount of prostitute district is few and the location is usually covert. Some interesting and casuistic conditions always happen in Nevada prostitute district. For example, because the government order strip teasers can’t be totally bare, they will take off all clothes without their high-heels and emphasize that they don’t offense the rule to police officers.
The legal prostitute district in Taiwan, Taipei has been forbidden on March 28, 2001. Changing people’s concept and breaking undesirable customs is the government’s purpose. Protesting and cosigning, the prostitutes tried many way to fight for their work right, but they failed finally. It seems that the prostitute district disappears from Taiwan, but the truth is the sexual industry becomes an underground activity. Taichung’s sexual industry is a famous example; a lot of sexual intercourses hide in luxurious KTV and motels. Unfortunately, the government doesn’t have enough power to clamp down on this kind of crime.

The Origin of Prostitutes
Nowadays, prostitutes are seen as a very filthy and second-class occupation. By definition, prostitute means women had sexual relationship with different men in exchange for money. However, in past times, prostitution was a sacred occupation and usually worked for the religious purposes.
Back In the 5th B.C, when King Hammurabi was in power, there were many priestesses served in the temple. They worked as servants between the god and the prayers. It was said the women in Babylon should go to the temple once in their lifetime, sit there, and waited until a man was willing to give her money and take her home, otherwise she couldn’t do home. After that night, this woman would be seen as a whole woman, and she had finished her duty to the goddess.
For the eastern society, prostitutes are said to emerge for the similar reason. As we all know, the Yin Shang people were very superstitious, so there were also many witches serve in the temples. However, there no evidence to prove the witches in the Yin Shang temples had sexual relationships with many different men.
The prime minister in ancient china set up the system of prostitutes for many reasons.
The first reason is to increase the income of the country. He made a law called “flower tax,” which means men should pay extra money as a tax for the country.
The second reason is to soothe the conflict of the society. It was to solve the problem of men’s “sexual” problem, on the other hand was to solve the problem of arrangement of too many female war prisoners.
The third reason was to attract talented people since they were often unconventional and uninhibited, so when these people came to their places, they would serve them with wine and girls.
The last reason was to entertain the emperor because the emperor at the time was very lust for women. Once he was tired of his wives, he would came to the brothel to have some fun.
This country began to thrive after the set up of the prostitute system. There was an old Chinese going”the plan of the beauties” may came from this incident!
